Add service core setup when eventdev and Rx/Tx adapter don't have
internal port capability.

If init code below is poll mode specific, let's move it int a separate function.
Then we can have something like:

Sure, if we are ok to change/mode existing l3fwd code it makes things a lot 
easier.
