[dpdk-dev,RFC,4/6] rte_ether: define rte_eth_vxlan_decap and rte_eth_vxlan_encap

This function parameters should be the same as callback function (rte_rx/tx_callback_fn).
But we can redefine some parameters as 'unused'.
