  Now NFP NIC support two type of RSS logic, NFP_NET_CFG_CTRL_RSS and
NFP_NET_CFG_CTRL_RSS2, use NFP_NET_CFG_CTRL_RSS2 if NIC capability
support, otherwise use NFP_NET_CFG_CTRL_RSS.
