This patch introduces a new ENETC4 PMD driver for NXP's i.MX95
SoC, enabling basic network operations. Key features include:

- Probe and teardown functions
- Hardware initialization for both Virtual Functions (VFs)

The first argument of rte_malloc routines is hardly used. It does show up in
trace but that is about all. Ok to keep it this as is, but wasted effort.

Please use existing rte_eth_random_addr() for this.

IF the driver only exists for the DPDK then shouldn't it be in the DPDK kmods repo?

I looked at the git hub version and the driver looks like it is not very polished.
Mostly things that would be flagged during a code review.
Lots of printk's like the developer was not sure.
Lots of casts which hide potential bugs.
Unsafe copy from user space.
Module license and SPDX license mismatch.

Why do you need to reinvent rte_eth_random_addr()?

Rather than an out of tree driver kludge, have you considered working with
kernel memory developers to support this through conventional API such as madvise or mmap?
There are lots of madvise flags, it fits with various security modules, and could also
work on other future non-coherent platforms.

+peripheral devices in an SoC such that software sees them as PCIe device.

+The ENETC4 PMD is a traditional DPDK PMD that bridges the RTE framework and
+ENETC4 internal drivers, supporting both Virtual Functions (VFs) and
