[0/2] add new P4 scenario tests

  This patch series has the changes to run the additional P4
use cases involving processing of packets with IP, multiple
VLANs and multiple tables in the P4 pipeline.

Patch details
    Patch 1 - pipeline dependencies to run new scenarios.
    Patch 2 - New tests logic implementation in pipeline suite.
